On July 23, 2020, Guo Naishuo, Vice Chairman of the Jilin Provincial Committee of the Chinese People's Political Consultative Conference （CPPCC） and Chairman of the Jilin Provincial Revolutionary Committee of the Chinese Kuomintang, visited the College of Construction Engineering of Jilin University and held a seminar on the transformation of scientific and technological achievements and making contribution to the local development. Other members of the delegation include Jia Xiaoying, Director of the Survey Department of the Jilin Provincial Revolutionary Committee of the Chinese Kuomintang , Zhao Hongyu, Dean of the Department of Urban Planning of Jilin University of Architecture, Cheng Xiansheng, Director of the Landscape Institute of NIDR, Sun Yunzhi, Spatial Planning and Design Department, Changchun Institute of Urban Planning & Design; Jiang Yanbing, Changchun Institute of Urban Planning & Design; Xie Wenlong, Vice President, Jilin Tongcheng Planning and Design Institute; and Zhou Hui, Vice President, School of Visual Arts and Design, Changchun Guanghua University. Ding Shihai, Director of the United Front Work Department of Jilin University, Dai Zhenxue, Dean of the College of Construction Engineering, Yi Changtao, Secretary of the Party Committee of the College of Construction Engineering, and main members of the leader team of the College of Construction Engineering and heads of relevant departments attended the discussion and the exchange.
At the meeting, Director Ding Shihai, on behalf of Jilin University, expressed his warm welcome to the visit of Vice Chairman Guo Naishuo and his delegation, and expressed his sincere gratitude to the Jilin Provincial Committee of CPPCC for its long-standing help and support to Jilin University. He said that the College of Construction Engineering of Jilin University had cultivated a large number of outstanding talents for China's geological engineering and civil engineering fields with the hard work of several generations of the faculty in more than 60 years and achieved a series of high-level research achievements in the field of construction engineering. As the backbone of the national "double first-class” initiative, the College of Construction Engineering has been actively responding to the call of General Secretary Xi Jinping in recent years, making full use of internal and external resources to transform cutting-edge scientific and technological achievements into productivity and serve national and local economy. This seminar brings new opportunities for the College of Construction Engineering to further enhance the practice of scientific and technological research result transformation and service to the local community. We hope that both sides can innovate the cooperation mechanism, expand the cooperation fields and carry out comprehensive and in-depth cooperation in scien-tech innovation and transformation, strategic consulting and personnel training.
Professor Dai Zhenxue gave a comprehensive report on the development of the college and the setting of disciplines and specialties, discipline development and assessment, faculty development, personnel training, scien-tech innovation, international cooperation and exchange, and the transformation of scientific research results. Then, the participants had a positive and in-depth discussion on strengthening the scientific research cooperation, personnel cultivation and transformation of scien-techn achievements between Jilin University and other universities of Jilin Province.
Vice Chairman Guo Naishuo said that energy and environment issues were related to the sustainable development of the country and had a big potential for development. The faculty members of the College of Construction Engineering of Jilin University should be proud of their leading achievements in oil shale exploitation and utilization, natural gas hydrate resource extraction, "Crust One" 10,000m drilling, Antarctic scientific drilling, water and soil pollution evaluation and remediation treatment, etc., which are worthy of summary and shall be transformed to boost the economic development of Jilin Province. Vice Chairman Guo Naishuo also said that the Revolutionary Committee of the Chinese Kuomintang, as a participating party of the socialism with Chinese characteristics in the new era, has the function of participating in and discussing state affairs. This year, in the face of Covid-19 epidemic, several proposals submitted by the Jilin Provincial Revolutionary Committee of the Chinese Kuomintang received important instructions from the main leaders of the CPC Jilin Provincial Committee. In the future, the party will continue to perform its function of advising and contributing to the sustainable development of economy and society. Vice Chairman Guo Naishuo hoped that the the Jilin Provincial Revolutionary Committee of the Chinese Kuomintang would continue to play a role as a bridge and a link in the transformation of university scien-tech achievements and serving the local area on the base of the cooperation platform already established by Jilin University and the local government.The industry-university-research cooperation is expected to meet the actual needs of local enterprises in Jilin Province, strongly promote the training of innovative talents and the long-term development of scientific research in Jilin University.
The seminar deepened the mutual understanding between the Jilin Revolutionary Committee of the Chinese Kuomintang and the College of Construction Engineering of Jilin University, and laid a solid foundation for the future cooperation between the two parties in the transformation of scien-techn achievements. Finally, both parties agreed to designate the development and utilization of oil shale in Jilin Province as the first pilot project of transformation based on the advantages of Jilin Province's rich oil shale reserves and the strength of the College of Construction Engineering of Jilin University in oil shale mining technology. The parties agreed to sign a cooperation framework agreement in late August this year to actively promote the transformation of sci-tech achievements and serve the social and economic development of Jilin Province.
